The recently published Immigration White Paper outlines several proposals aimed at reducing migration from the high levels seen in recent years and shifting the focus from overseas recruitment to training UK workers. Yesterday , it was announced that an initial package of immigration reforms will be implemented in just three weeks’ time.
First steps in the immigration reset
The first set of new rules to be introduced aligns with the tone of the recent policy announcement and builds on the government’s plan to restore order to the points-based immigration system. The approach emphasises higher skills, lower overall numbers, and tighter controls. Key initial changes include:
- Raising the skills threshold for the Skilled Worker visa, which will result in the removal of 111 eligible occupations
- Abolishing the social care worker visa route for overseas recruitment
- Allowing only time-limited access below degree level through a targeted immigration salary list and temporary shortage list
Subject to parliamentary approval, these changes will come into effect on 22 July.
Home Secretary Yvette Cooper said:
“We are delivering a complete reset of our immigration system to restore proper control and order after the previous government allowed net migration to quadruple in four years. These new rules introduce stronger controls to reduce migration, restore order to the system, and focus on investing in skills and training within the UK.”
She added:
“As part of the Plan for Change, we aim to develop an immigration system that supports the needs of the British economy and its people — one that values skills, addresses exploitation, and ensures that those coming to the UK make a genuine contribution.”
What’s next?
The Migration Advisory Committee (MAC) will review the temporary shortage occupation list, including specific occupations, salaries, and benefits. Additionally, further changes expected to be implemented by the end of this year include:
- Increasing the immigration skills charge
- Enhancing language requirements across the immigration system
- Introducing a new family policy framework to Parliament
